Question about trading: If I trade a voucher for a tech, is that an even trade or am I forced to use another voucher in receiving the tech? What if the receiving civ has no voucher?

If player A trades 1 voucher to player B for 1 tech, then that's effectively the same as player B giving 1 tech to player A in a voucher-less game.

'2 vouchers for 1 tech' trade is factually an '1 tech for 1 tech' trade for the party that receives the vouchers and a '2 techs for 1 tech' trade for the party that gives out the vouchers.

If the receiving civ has no voucher this trade is not possible.
It is possible though for Player B to give a tech to Player A (without receiving a voucher in return, which means Player B loses 1 voucher)
