Wrong.
If the tile is seen (i.e. your unit or culture is adjacent) then no barbs will spawn there.

Black bits are unexplored teritory. He also said they don't show up in cultural borders. He did not however, as you assume, mention explored land that is within line of sight.
Oh but they do. As seen from this game, my first at monarch playing vikings only to dsicover that a worker doesnt hav enaything to do upon creation. never encoutnered this at lower levels.

starting techs don't change. period. the reason you probably never noticed not having anything to do with your worker is since a lot of times, civs with Fishing, which is one of Viking's start techs I believe, start near the coast with sea food in fat cross and as such, priority would be Work Boat, not worker. And by the time you've gotten one or two of those out you should have researched another tech or two. Especially on the lower levels.
there is relatively little luck involved in this game. it's mostly math. it is about maximizing your advantages and countering your disadvantages. some starts are better than others. river starts or coastals with seafood are usually superior to most others, but not necessarily. unless you get all tundra, you can work your way up with good strategy. it all depends on skill and planning. "luck" kicks in on combat rolls, and pretty much only that. everything else is more or less predictable.
