As a totally separate issue I am quite bothered about a few things in this diplo game.
A lot of things seem quite wrong and player motivations are quite bizarre as I see it. I'm not just talking about the Dutch experience but war in general is way out of control and this game can only end in a nuke fest and players will quit anyway as they have in several other non finished diplo games (not me though).
HOTW 9 and 11 never finished because of impending or actual nuke festing. This is way non-diplo by definition and I learnt this the hard way from HOTW4 in Civ 2 - these brilliant Civ2 games got killed by war.
I think cap capturing should be totally banned no matter what - maybe the same for holy cities.
Maybe the domination victory should be unchecked but it will never happen I guess.
I'm starting to think that Civ 4 has a flaw. Not by design - it's a brilliant game. But because in MP if 2 civs are at war and it takes a long time the other civs have little to do. I don't see this as the fault of the warring parties but it is a problem of course.

Think of the fun... If a player can't handle droping from first place and becoming a glowing third world country then he shouldn't be playing diplo. You see this makes the game almost anew, a realistic nuclear war, like the once the score system encourages would be a wonderfull way to make weak civs like Mali, Ottomans or even the moderat power of Russia important in the game. They have played and have been last place for a long time. Civs rise and civs fall, as long as the war is done in a realistic fashion. A missle crisis or looming total defeat of convetional forces are realistic things that would triger a global thermonuclear war. And since the patch, the world would only loose its forrests, to bad I would have loved to see a desert Terra.
