I would tend to believe that is intentional, for the reason you stated; a lot of complaints existed about the road graphics coming in too soon.

It's not that the updated road graphics are showing up 'too soon' they aren't showing up at all, even in the modern era. I'm still pretty sure however, that the updated road graphics were disabled intentionally to avoid confusing roads and railroads.

Using 3.17 with Solver's 0.19:
Privateers can no longer enter the terrain of opponents when you do not have open borders. An attempt to do so causes the "Do you want to declare war?" pop-up.
This is probably an error caused by the following bug-fix:
"Privateers cannot enter other teams' empty cities."I keep a record of all my civ games here.

Update:
There is a bug. If you try to move a privateer from your own city into an opponent's terrain then you get the "declare war?" pop-up.
See the attached save. If you attempt to move the Privateer located in Medina into Sitting Bull's terrain, you can reproduce the bug. For comparison, try moving a different privateer in and you will see that it works correctly.Attached FilesI keep a record of all my civ games here.
