Ahh, I didn't read the chat transcript, just the summary. Imp/Ind makes sense too, it was one of the ones I considered. I just went with Org/Agg because he was Org in Warlords (and not Imp!)

Yeah. One Germany was enough. We didn't need another one. And no, Charlemagne or not, the HRE is historically primary a German state.
Or a French one. Both countries look to Charlemagne as part of their roots. At the same time, we do have two Romes (Rome and Byzantium) and two Greeces (Greece and Byzantium again), technically.

Blake's name was repeatedly mentioned during the chat, so it's no secret anymore that his AI is included. Naval invasions were mentioned as being much better now thanks to Blake, so it won't be just the BetterAI he left in januari. They included a player's tip warning players to defend their coastal cities.

Just mod the game to call them the Franks, like I will. It seems much less German.

Charlemagne was the last Emperor recognized as such by Byzantium. Therefore, he could be a leader of the Romans, French or German. The following Emperors were not recognized by Byzantium and were all german except for Lothaire and Charles, who would be king of France.
The Holy Roman Empire was first called Holy by Barbarossa if I'm correct, so Charlemagne was never the emperor of the HRE but he was just Emperor of Rome, like Augustus or Justinian.
I just wonder what the cities of this civ will be. Aachen and Rome were the major cities in Charlemagne's empire, but I don't think the latter will make it.
And what will be Charlemagne's traits? And the UU?

The Holy Roman Emperor was little more than a title of prestige long before Napoleon came along. The powerful Habsburgs may have dominated the role of Holy Roman Emperor for a few hundred years prior to Napoleon but they derived their power from other sources - not the legacy of Charlemagne. By this time the most significant surviving legacy of Charlemagne was France - a rival of the Habsburgs.
