        +10% science and an extra from religion in the early game seems good to me. This combined with early Representation would make a great science combo and would almost get rid of happiness problems letting you focus on health.

          • Some more things. Levees increase the prodution of river cities (very good since rivers usually have few hills around them). Woodsman III will be a new promotion. Air promotions will be added. All but two of the new techs are modern era.

                I'd rather have +25% production early game. And you're just saying this wonder gives me a chance to get an extra happy in most cities, at the cost of any other religious benefits.

                  • I'd rather have +25% production early game. And you're just saying this wonder gives me a chance to get an extra happy in most cities, at the cost of any other religious benefits.


                    Organized Religion is also expensive in upkeep, and doesn't give the production bonus when building military. Free Religion gives you a research boost, a chance at extra happiness and the loss of religious diplo modifiers. The latter can be an incentive to switch, depending on the situation.

                        The latter can be a big disincentive too.

                            At the cost of a lot of shields, though.

                            I'm not denying that FR can be a useful civic early game. I'm just saying it's probably never several hundred shields useful.
