Caesar is a good choice for charismatic, if anyone is. i wouldnt be supriced if they stuck an imperialistic trait to that aswell..

Numidian Cavalry won't be that effective, I think. I mean, if you get them early, they'll be absolutle beasts, destroying anything the AI can throw at you. But it's the same problem the Mongles have with their super-horse-archer; you CAN get horseback riding early, but it kills your economy. It's an incredibly expensive early-game tech, and it dosn't have all the economic advantages the bronzeworking/ironworking path has. (Slavery, chopping trees, clearing jungle, close to metalworking and the collossus, and a very key part of the tech tree in general.)
Horseback riding, on the other hand, leads nowhere, and gives you no other benifit; I often don't even bother getting it anymore until I want knights, and then I usually just trade for it.
Carthage will be a very strong economic power, between it's traits and it's better trade routes, perhaps one of the best economic powers in the game. Or, you could go for the cavelry early and rush one or two of your neighbors, but if you do that your economy will die. I don't see how you can get the cavelry and then take a bunch of cities in an early rush without your economy completly crashing. At least, I've never been able to pull it off with the mongles on the harder settings. Horse archer rushes in general just don't seem to work as a winning stratagy on the harder settings, unfortunatly.

Maybe the animations will do them justice, but all the new leaderheads look the same. They all have the same bodyshape. Hannibal and Brennus even have the same face.

No anarchy is one, limited advantage which will only save you 8 turns (at most) in a normal game. And cheaper temples..give me a break.
When compared to leader bonuses like Financial and Aggressive, it isn't something which is going to give you a huge edge early on or later in the game.

Give it a try. The flexability it gives you if you use it properly is incredible.

If you think 50% off temples is not worth it then think of all the things that come from temples... like happiness. Or the fact that you can't build something (help me out here. Again, a wonderful tme to have the civilopedia online) without first building a temple and that second building gives you gold bonuses.
And colleseums as well.
Yes, you are correct, if you don't use the benefits of the trait then it is not usefull. Change how you view the trait and you will see how usefull it can be.
