Stardock is, simply put, in a different position than Firaxis.
If you check the multiplayer forums regarding the bugs that people are encountering in MP, I think that could give an idea on the patch's main bugfixes. There are the so-called "retire bug" and "peer bug" for example.

They shouldn't give a date or a list of fixes until the patch is done, cleared, and ready to be downloaded.
What they should do, however, is make an announcement apologizing for the delay and promise to continue working. Of course, they're mostly empty words in the end, but does it really hurt to politely say that it'll be delayed? As long as they're not making promises they can't keep, I fail to see how that's worse than saying nothing at all.
Note: I'm not about to get upset about it. I just find it curious that they never say anything about the patches

They did that just a couple of weeks ago, both Soren and Thamer posted at CivFanatics. You can't expect them to do so on a daily basis.

But it's easy to make. Making an announcement isn't as easy as you might think. Of course, I do agree that an official announcement would be the best thing.
I beleave, that this will be the final patch for this game. They want to try to get as much fixed as possible, before moving fully onto Warlords.
As we are feeling frustrated about the delays on this, I imagine that they are also feeling some forms of frustration, because of having to (likely) fix things that are coming up in the final testing (which then requires further testing).
I know that I remember some of the C3C patch fiaskos, where things were changed, without fulling testing, and they came back to bite them.
So, yeah, we are impatient for the patch, but give them time to get it right, so that we can all be happy that it does what we want.

There was a Dilbert strip sometime in the last couple of years, went something like this:
Panel 1: Dilbert, with sheet of paper in hand, to PHB: "There are too many software faults, we'll never make our ship date."
Panel 2: PHB to Dilbert, with Dilbert's paper in hand: "Move them all to the Future Delvelopment column and ship it."

P.S. -- Don't blame IT for the lack of communication. I am in corporate IT, and telling clients/users what you plan to fix in the next release is mandatory everyday reality. You may or may not make schedule, and other bugs/enhancements may get thrown into the mix before the release, and the solutions may change something else unexpectedly, but there is *always* a published list. In fact, if you "fix" or "add" something you *didn't* tell anyone about, the fit hits the shan for sure.
They could easily tell us, but I suspect the game publishing software culture isn't quite the same as corporate IT psychology/sociology.
