Well last base means either a three way alliance taking a four base opponant, or a two player alliance going for a three. Simple.
So, umm... anyone with three or four bases. Natch.

Having now seen the orders, I can say that this will be another bloody round. 8 of 13 players will be involved in an attack of some kind. One of the other 5 is very lucky that the non-existent shield he tried to raise was not tested.
