The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

Backup your current plugins folder. Unzip this one and copy it over the current plugins folder. Note that you have two plugin folders, one in the Program Files/Maxis/SimCity 4 folder (or wherever you installed the game), and one in [your name]/My Documents/SimCity 4 folder... make sure both are empty of any transit-related mods before inserting the new folder, or there could be conflicts.
IMPORTANT: If in your version of the game, cars drive on the left side of the road (either because of where you live or bought the game, or because you changed it manually), you must add the following zipped file (attached below) to this new plugins folder as well. But only if you have left-hand driving, otherwise you do not need it.

Floreat City is planned to be a great commercial and residential center, with many tall shiny skyscrapers, efficient transport systems based on road/highway, bus, and monorail, and a limited focus on industrial growth.
Unfortunately, for the time being, it's not much more than an overglorified slum, but hopefully as regional prosperity increases, the wealth and glory of the city will rise.
Floreat Factoid #1: Floreat comes from the Latin for "let it prosper", a wish for good fortune upon the city.
Connections made: Hooked up to the road and monorail connections from Maq and the road connection from EPW. Made an avenue connection to MrMitchell, and monorail connections to both MrMitchell and EPW.
Here is the main part of the city, very slummish at the time being. It's a mix of commercial and residential. Bus system and monorail system have been established here.
Progress Point, near the connections to Hot Springs and Takeshi City, is one of the few industrial zones in the city.
Due to the mainly low-income composition of the city at this time, the city's budget had to be supplemented in other ways... thus the city has become home to Mr. Y's Galactic Domination Headquarters. He pays over $1000/month in rent for land.
Okay ... i'll probably suck at this the first time through, as i've never played above medium But, that means you'll have someone to beat
I also have been having some weird graphical problems - and me with a fairly decent system and all. Lots of issues with 'artifacts' and other poly-rendering problems. Ah well, it should be ok at least, as long as it saves correctly (had a problem there too )
