Hmm... I didn't think this was that obscure a game... time for some more obvious clues...
Clue 1: Mid-eighties, console
Clue 2: Among your character's various problems, a lack of ammunition was chief among them.
Clue 3: The game had a very unique "soundtrack."
Clue 4: There was only one "level," but the difficulty increased as did your successes.
Clue 5: Perhaps I was a little misleading... the game was on one console only.
Clue 6: There was a very important bunker that your character could retreat to for safety. It wouldn't be around forever, though..
Clue 7: Your enemies came in 3 different categories. Two of these categories, however, were merely nusances and couldn't actually kill you themselves. The third group, however, was there to hunt you down and grew incresingly more lethal as you gained in score.
Clue 8: Robots. You are being hunted by robots. Don't ask me why; you just are.

Clue 9: The console system in question is... THE INTELLIVISION!
Apart from Utopia I don't really know many Intellivision games
Skeptics should forego any thought of convincing the unconvinced that we hold the torch of truth illuminating the darkness. A more modest, realistic, and achievable goal is to encourage the idea that one may be mistaken. Doubt is humbling and constructive; it leads to rational thought in weighing alternatives and fully reexamining options, and it opens unlimited vistas.
That was a console and a half in its day Well now i know this i'll have to say i honestly wont have a clue to what this game may be
Still i hope you have a link ready so i can see what it looks like(the game)
Ok so i'm out of this one - now i can go and google like crazy

wasn't the 'mother' of the Civ games developed on Intelivision first? I can't remember its name now, but i think it all began here?

Heh, I guess I really did find your guy's weak spot! If you've never played an Intellivision, you've missed out on a lot There were some great games for that system, including our game in question... Night Stalker!
You can actually download and play it (legally) from that link, so enjoy! I might also suggest you try Shark! Shark!
