OK, this is a pretty clear case. One killer is Hercules (very strong - the strongest man in history). The other is Ben Kenobi (religious, cross, Christianity). However, since you killed Frozzy, one of the mafias wins unless the one who is about to kill now, I guess it's Sean, kills the other one.
Will both mafias win if they survive, or just the one whose turn to kill comes? I suggest the latter to avoid mafia conspiracies.
Yes, but it's pretty annoying that if both mafias survive, then the one that wins is whichever happens to be lucky enough to vote in the last night round. There'd be a distinct advantage to being the mafia who got that vote.
Besides, such an occurence SHOULD be rare. It takes a sublimely incompotent villagers (or else actively misleading clues) to have that happen; random chance should insure that a mafia win is rare enough, and a double mafia win is even rarer.

No, it's not. The Mafia never know of each other (and trying to contact the other is risky business at best), so they can not co-operate. And the other Mafia runs the risk of the other Mafia killing them accidentally or intentionally anyway, so there's motive to gun for the other Mafia too. It's definitely everything BUT the allied victory in GO. Nevermind the fact that a Mafia conspiracy would not wreck the game, because they still only can kill one person a turn together. The villagers will have a fighting chance, if they figure out the clues (granted, it seems they never do unless they're thrown at them ).
Like Snowfire said, I find it unfair that the advantage would be given completely arbitrarily based on who happens to be Mafia #1 or #2. And, like Snowfire said, it's not the fault of either Mafia if the villagers manage to let both live.

I was assuming ("I take it that") that Spaced will, because you were firmly not present. Either one of the two ones in the tie may call heads or tails, this has been the case before, why would it not be now (unless one of the two completely ignored the toss. Krhm).
What particularly was stupid about it? We could use a new way to solve a tie, but what exactly would it be besides chance?
