To solve the multiple players attacking one target issue:
If 2 people attack one target, they fight together. Each uses its own OoB. The defender's fleet has to split up to fight the two different threats, symmetrically unless otherwise ordered.
If a player completely destroys the part of the defender that is being attacked, that player captures that fraction of the bases. If only a regular victory is achieved, one base is captured.
Example:
Doc and Jam both give orders to attack Rah, but they'e not allied. Rah has 20 ships. 10 fight Doc and 10 fight Jam. Doc manages a small victory, and captures 1 base from Rah. Jam wipes out the other half of Rah's fleet, and takes half his bases.
Allied attacks would still take place as they had before.
