Yes, I agree. It shall be more about preemptive stuff. But I can't really see the AI handling it so well. That was one reason why I was thinking about this model.
OK my values could be set to a higher value to 'plan' in advance. But I am not sure, that would be a question for our programmers:

Yes... no reason why not.
That system you mentioned could certainly be done, but in some cases, its better to not do the stupid thing that you have to react to, in the first place.
The AI is a subject unto its own. The fact that the AI can't handle certain things isn't a limit on what can be done, its on how things have been done.
To me, hard-coded behaviors like that aren't the solution, because they aren't even close to the ways that humans work... choices of behaviors compete based on current and historic information, and they do so in a globally consistant manner.
This isn't impossible to model; text files can certainly contain priority lists, and conditions that effect those (and other... to make the system globally consistant) can be made, based on game state, and statistical history.
I really have three major conceptual issues... making realistic goals and some of the intricacies of unit mission planning and how grand strategy (victory type and approach) be incorporated into the AI.
