In Windows XP there's some kind of Windows 95+ compatibility mode.  It may not be turned on yet.  (I'm not a XP guy, myself, sorry it's so general.)

 Thanks for the help. I've been able to get CTP working, under Compatability Mode settings, but cannot get the CSG files to run properly. When I double click on them it just starts the game normally. I know you are supposed to run a regular game of CTP under version 1.2 to allow the game to Rewrite the Registry, but even after doing so, no luck. I have the 1.21 patch installed.
 
 Help! I need to continue getting my butt kicked!!!

 Be sure, that the csg-extention is "tied" with the ctp.exe file in the folder c:\Program Files\Activision\Civilization-Call To Power\ctp_program\ctp folder and NOT to the playctp.exe in the c:\Program Files\Activision\Civilization-Call To Power folder.
