As I explain in my post, I crashed twice trying to open the diplomacy screen, and then rebooted. I think the problem resulted from running Warcraft III Frozen Throne before SMAC, but I am not sure.

If you suspect cheating, you can post on the thread. Frankly, at this stage of the game, there is nothing to cheat about. In your position, would reloading the game help you at all? I don't think so. If it would make you feel better, feel free to reload your game twice as well this turn.
