Human players will announce, I believe in late game they have probe rating +4 due to SE choices, Fundy +2, Thought control +2, if that happens. We would only have to see if AI runs smth like that, if needed. Believers have +1 Probe - safe in early game, it is Data Angels that make problem with their +2 Probe.

As far as im concerned any player running thought control+fundamentalist brings the ceiling down on his own head. The rule exists solely for data angels and their +4 probe with PSA. Yes it can cover thought control but who cares about that?You could remove this rule, its not possible for the most part to get +4 probe rating in SMAC
