Actually it was a typo. Kody meant to say shared weapons.....
As far as Enigma playing the turn is concerned, why it might be he has a lot of opening options, and he's busy deciding which avenue to pursue. Or maybe Kody did give Enigma satelites and infiltration and he's busy looking in Lady Deirdre's bedroom window right now.....
