Aha, that's what it was.

I likewise managed to (apparently) click "Save and Exit" instead of "OK" before my turn. I went on to enter the password and play the turn, and all of my units were marked as having used up their moves. One more try later, my turn went as normal but was marked as a reload.

Don't try this at home, kids.
