It would be so cheap and easy compared to anything else. They can rename all of the banderite references to honor inoffensive things instead and drop any language laws that call out Russian. They've already basically defacto disbanded the armed anti-Russian gangs by placing them firmly within the general Ukrainian command and recruitment structure. This would cost Ukraine almost nothing and would give Putin a perfect fig leaf to leave.
