Everyone who is not committing crimes against humanity, it is a pretty low bar, and it is also the only game in town wrt a currency which can fill the global reserve currency role. See my post which linked to Peter Zeihan's discussion of this matter.
There simply is no competitor capable of assuming the role which other countries would accept. Have fun with your fantasies but they are just that; fantasies.
