I can't imagine what Turkye or Hungary imagine they possibly gain by withholding consent from Sweden besides diplomatic damage to their relations with their NATO allies.

Hungary has a $30 billion dispute with the EU over with held funds which they are demanding before they agree while Turkey is trying to play all sides. Turkey gets much of its gas and many of its tourists from Russia plus it operates as a big sanctions work around for Russia. It is with holding approval hoping to get Sweden to agree to arrest Kurds Erdogan doesn't like, he wants western powers to stop blocking arms shipments to Turkey, and he wants to signal to Russia that Turkey is helping him out.
