As far as fomenting revolutions, sure! The USSR used to be quite good at that as well. But that never guarantees access, let alone influence or especially control over the usurper.

NATO allied countries. it didn't "gather them up" in any manner in any case. Other countries joining NATO, especially countries that share long borders with Russia is none of Russia's gawdamned business. Russia can make and keep its own treaties. other countries can make theirs. Perhaps Russia could be forgiven for at least feeling entitled to weigh in on those treaties if the treaties included language that directly or indirectly called out Russia itself but that's not the case. Even in that unlikely event, that wouldn't confer a veto onto Russia.

No there was no plan, as in no execution of such a plan. Nasa has had plans for a manned Mars base since the '70s but that and a $1.50 will get you a cup of coffee. When Russia's special operation started the whole World found out months in advance from tiny cameras miles up in space. For something to happen a whole hell of a lot of something had to keep happening in a lot of places with a lot of stuff for a long time. And then, finally it happened. It hit the fan. "Unthinkable" never happened. Dropshot never happened. so no Serb. The Leaders of the NATO countries really, really, really didn't want war with the Soviet Union. They really, really, didn't. They *did* want NATO however, which tells us pretty strongly that they expected NATO would help them avoid fighting the Soviet Union.
