In late December 2019, Russia announced a successful test of a method of unplugging everyone within its' borders from the global internet while maintaining an exclusively Russian rump of internet within those borders. Since the technical details were not public perhaps Russia has partially implemented this in such a way that many outside sites are already disconnected from Russians?

After all, the Kremlin must do something about unsanctioned access by russian citizens to information (that isn't russian propaganda) about the war,
so it doesn't sound too far fetched, that the access to non-russian internet by russians has been restricted by the government
