Ukraine likewise has an incentive to lie about Russian casualties to try to assure would-be donators to its' war efforts that their contributions will be able to deliver results. Likewise the donating governments may be expected to exaggerate Russian casualties to deflect criticism of the decision to donate. I naturally assume their estimates of Russian casualties are exaggerated. But in this case the scale of exaggeration will have a clear point of diminishing returns where the higher Russian casualties will create opposition to further military contributions to Ukraine.
Ukrainian losses, especially as the defender, however are not so straightforward. If Ukraine wants more aid, then greater Ukrainian casualties in combination with high Russian casualties and an apparently stalled offensive might be expected to result in more military and logistical aid than low Ukrainian casualties which might otherwise threaten to convince would-be donators that their expensive contributions are unnecessary. The propaganda value of exaggerating the Ukrainian casualties or of underestimating them will be conflicted and murky.
I think we both agree that when it comes to civilian casualties, the Ukrainian sympathizers will all desire to exaggerate these while Russia will seek to minimize them, both for obvious political reasons.
Given all of these considerations which sides do you think have the greatest incentive to exaggerate and understate the facts about casualties by the largest amounts?
