This problem wouldn't exist if Donald Trump obeyed international laws. I'm not sure why he is still president. I'm also not sure why any country outside of North Korea would want to deal with the US at this point.

The locals in Tijuana are especially worried because most of their economy depends on the border crossings being open so they will come down hard on migrants who take illegal actions which might cause the Americans to decide to close the border crossings. Huge numbers of Mexicans live in Tijuana but work or study in San Diego plus the foreign owned factories shut down if the border crossings are closed so people in Tijuana are extremely sensitive to the possibility these violent migrants might harm the local economy with their criminal misdeeds.

Of course it was fired into Mexico. That was where the violent migrants were breaking holes in the border fence and attacking border patrol officers by throwing rocks, bricks, and bottles. The officers took necessary and legal action to defend themselves and repel the human wave attacks. Even the Mexican government (Secretary of the Interior) has said it was proper as the attackers were being violent and breaking the law.

That is why the Mexican government has declared that the 500 rioters will all be arrested and deported from Mexico. Mexicans are very prickly about respect and honor so seeing violent migrant thugs openly attacking Mexican law enforcement officers in the street is something which will definitely set them off.

Border patrol are not soldiers. Also the criminals have been carrying out human wave attacks at border crossings and attempting to climb the border wall in mass. Tear gas is a good tool for such situations.

According to all I have been reading, the tear gas was fired across the border to Mexico.
AFAIK the US border patrol didn't have the permission of Mexico to act on the mexican side of the border.

It seems the President of Mexico has had enough. He has ordered that any members of the group which attempted to storm the border and force their way across will be arrested and deported from Mexico. They claim their will be zero tolerance for these violent thugs.

Mexican police tried to keep the violent mobs back from the border and maintain order but the mobs began attacking Mexican police so riot police and Mexican Federal Para Military Police had to be called in to restore law and order.

It is worth noting that every single one of them has already been offered asylum and work permits in Mexico but they all rejected them saying they will make more money in the U.S.. Which removes any doubt that they are nothing but economic migrants and not refugees in any way, shape, or form.

They have been trying to do human wave, mass rush attacks to force their way through the border crossing. When that failed they tried to destroy the border fence and threw rocks and bottles at the border patrol agents thus the agents responded to these attacks by firing tear gas to disburse the violent mob.

Even the Mexicans hate these fraudsters and are protesting them.
