I could have picked up a lot more racism from my public school than from my home (I was homeschooled 3ish years and public schooled 7 years). I didn't because I rejected almost everything valued by my peers in my public school because of my home values.
So it depends on the home and the school. Peers drive the public school experience much more than federal, state or local government. Or teachers.
