1. If invading Texas, do they really think the military would have asked permission of local governments?
2. If invading Texas, why send in troops when you have a dozen or more fully stocked military bases already in the state?

1, they don't have permission from the local governments.
2, it makes no sense that they don't just use existing facilities for this training.

Rather than getting permission, they are using federal property for the training, and not at the existing bases. It makes sense if you're trying to get away from existing oversight here in TX - but why bother with that?
