People get married but are not satisfied with marriage. So they divorce. Essentially they decide to be single parents.

People who want a kid without getting married simply do so.
The only difference is some minor tax deductions that they won't get.

Your system is created so that it always has this undermenchen class. Coupled with the inherent racism of capitalism and, voila, that's what you got.
It will never go away.

Racism can't be inherent. Capitalism works for all. There are institutionsl problems, capitalism is not one of them.

Black children are taught wrong. They are not prepared for marriage etc.. They are taught everyone is against them. They need to be taught that capitalism works and capitalism will work. They need to be taught that law abiding citizens are not harrassed by the police, because the aren't. They need to be taught not to be racist.

First you need to elevate, de-racify these neighborhoods.

I'm talking about women who have high expectations, and decide that their freedom is more important than their marriage and childrens future. I'm talking about women who don't believe in the importance of the nuclear family.

We're getting there, but how can young men be taught this? The media? Their mothers? Who will teach them?

If they live in poverty and in a culture that promotes this then nothing will change. The problem is that even if you manage to prop up such a community, another will be created elsewhere because your system favors accumulation of wealth above all other things.
