Depends what we do with the severed penises.
1. Discard them - waste of money, patient must pay expenses out of pocket
2. Sold for use in traditional Chinese medicine as a tiger penis substitute - the penis severing should pay for itself
3. Cloned into a severed penis army - I'm not sure what this is supposed to accomplish, I mean what's a severed penis going to do - bukkake the enemy to death?
