Obama has had a Republican House to deal with this whole time. There's only so much any President can do when one party decides it wants to be douchebags at the expense of the country.
Most of my complaints with Obama have to do with his desire to try to compromise with Republicans. They aren't going to work with you. They never will. IMO, he should have been a more partisan President. But he wanted to govern from the center.
I suspect doing so bought him a second term.
But as for him being a disappointment... I don't think he's made any mistakes. The presidency isn't a dictatorship. The three branches of government need to work together. And Obama hasn't been the one who doesn't want to work together.
So everything bad that's happened since Bush left office, I'm going to go ahead and blame on Republicans. Everything that needed to be done to make things better but wasn't done? Republicans in the House are to blame. Obama can't write laws. He only signs off on them.
America needs the legislative branch to be better.

The reason was that I felt (maybe wrongly) that a lot of republicans felt that obama meant their country was weak whereas it is regarded as a more or less civilized nation (nowhere near when bush was at the helm)

Prior to losing control of the House in 2010, the Dems managed to pass comprehensive health care reform... the Republicans plan from the 90's.
That was a huge legislative success.
Sadly, it didn't go far enough. That's where, if anywhere, the Dems have failed during the Obama administration.
Health reform? We needed single payer. Instead, we got this garbage that keeps the old ways afloat.
Economic reform? We needed to ban derivative trading (amongst other things)... we got a watered-down and unfunded bill with a toothless consumer agency... and Republicans even protested that.
So yeah, Pelosi is largely ineffective. But bad? No. We see bad. We have bad now.
