    Maybe people like DD et al would be happy to pay a sort of police premium tax to cover the amount of time and effort it would take to process the, say, 40k of users estimated by rah at this one festival alone?

      My point there was to ask why even have the law against public intoxication in the first place if you aren't going to enforce it?

        Apparently, as pointed out earlier, publicly using weed at this festival is not illegal for obvious reasons. Sometimes the greater good is carried out by turning a blind eye.

        People get to go somewhere and feel a bit rebellious smoking in public in the festival, gets it out of their system if you will, so they don't do it on the sidewalk. The police can show they're nice human beings after all, goodwill is exchanged as both sides realise the other isn't as bad as they thought, resulting in a nice environment where people are less inclined to commit crimes and, frankly, waste police time and your money...

        I honestly can't see what your problem is in any of that?
        Is it me, or is MOBIUS a horrible person?

                    What's the paperwork like when applying for a temporary suspension of a law? Is it anything like those Obamacare waivers and simply requires a hefty campaign donation?

                      Not fair. You seem to think its is a fairly routine and easy thing to do. Not so, the stroke of an executive pen is tremendously costly. Those waivers were written on the torn up scraps of that out dated parchment called the constitution. Lots of hard work went into making sure that document was properly dead and buried.
