And it's not needed. I didn't get a car until I was 34, even with a well paying full time job, commuting 10 miles each way. It just isn't required for most people here (unless you live in the countryside, but who does these days?)

That transport emergency leaves you ****ed in either system. Which is why I don't think it's a situation that favours one scheme or the other. They both handle it badly.

Large parts of exurban America are considered "suburban" due to proximity to cities but really are rural. I live pretty much on the edge of the suburbs--there are farms less than a mile from my apartment--but those farms are considered suburbs by the census because they are within the Rochester metro statistical area or somesuch.
Still, giving them the money rather than food stamps doesn't solve the problem. It means they are empowered to choose whether to fix the car, die of an infection or starve to death that week I guess.
Preferably, there's some balancing of the three that prevents the last two without crippling the first.

One of the guys I work with was detained (not technically arrested) by cops in the states because he tried to walk across the road from his hotel to the convention centre ~ 100m, not busy roads.
He actually has a sight disability so he wasn't legally allowed to drive in the UK, but the cops couldn't understand why he was trying to walk not drive and thought he must be up to no good.
Bizarre.
I would be interested in knowing what road. Limited access roads are not meant to be crossed on foot -- that is to say, the drivers are going fast and DO NOT expect pedestrians.

Most (MOST!) of the people in need here know what their needs are, and in fact are in a better position to know them than the set of regulations that make up the food stamp program or the bureaucrats that enforce them. Food stamps and similar programs infantilize an entire class of people for the sake of a relatively few abusers, who already know how to get around the system anyway. It futher criminalizes those who legitimately need the funds for something more urgent, but are forced to game the system the way the bad apples do to free them up.
