Explosions at Boston Marathon

Did the 2nd bomber, the 19 year old, have an explosive vest on? I got into a discussion with a retired Connecticut detective tonight that is utterly convinced this guy will walk.
He'll go to trial, his lawyer will say that his dead brother pressured him greatly, that the younger brother ran over his older brother, not in error, but in desperation.
A couple of old women on the jury, and he beats it. They see their grandson sitting there. I don't know what his life will be like in the USA after, but hey...

I dunno. Some of those pics of him at the scene look like he's smiling.

Yeah, I know. The cop pissed me off at first, but then I got to thinking, he's seen similar happen. Maybe on a lesser scale, but the theory holds.
He wasn't saying he was innocent, he's disillusioned by the system enough to recognize the possibility, and he's sickeningly correct.

Dude's not gonna walk, the case is airtight. They've got tons of different charges they can make stick, they have a witness to him admitting against interest. Pleading insanity will be difficult or impossible.

he's been charged with using a WMD!? WTF?! That is bending the definition of what a WMD is to the absolute limit.

I guess if you include conventional bombs in the definition Iraq did have WMDs after all.

I know why he's guilty, no matter any "pressure". At some point, he knew his brother was dead. He didn't surrender. **** him.

Apparently US criminal law his explosives are WMDs. Ridiculous but if that's the legal definition fair enough I suppose.

If it kills and maims a lot of people at once, what is your definition? Is it limited to an atomic bomb?

Nuclear, Biological or Chemical weapons is the usual definition.

By the US Criminal Definition a roadside IED in Iraq would be a WMD, no way the military would refer to it as such.

It's just one of those strange legal definitions I guess.
