What a difference a campaign makes :

AFAIK the boys were born in Kyrgyzstan. They were descendants of Chechens displaced during WW2 who chose not to return to Chechnya after Stalin died. The family moved to Dagestan and lived there for a few years before immigrating to the US."I say shoot'em all and let God sort it out in the end!

I think it was a probe, to see how far they could get. That's why there weren't any claims of responsibility. The group (country?) is watching, seeing how we react, in preparation for further attacks.
