A lot of what Eurogamer is whining about are identified bugs that will be fixed in the first major patch. (And he does harp on server issues -- the gift trading is on the servers).
Really, it seems this guy read about the whole "Agents don't have fixed jobs!!" thread on reddit and then wrote this review, without pausing to consider whether it's necessary for them to have fixed jobs, or whether that would improve the simulation. It's not. What is necessary is they fix the pathfinding and reserve slots for agents.
It's not hard to have a passable city, which that reviewer seems to achieve. What's hard is meeting lofty goals that are set by the game (leaderboards/challenges/great works) or the player. And meeting those goals will become much more logical post-patch.
Since the top brass at EA were dumb enough to go through with the hated and repined always-on DRM, there were consequences to be had. SimCity has been a disaster in the media circles since launch all because of the DRM, and now things have gone to the next level as a hack has been discovered that lets anyone invade any of the online cities and lay waste to them...permanently.

What the ****. Far Cry 3 is the best game I've played in pretty much forever. Everyone ignore Wiglaf here and GO BUY FAR CRY 3 because it's incredible. Seriously.
If you want to be a superhero who wiped out dozens of outposts at will, get Far Cry 3 or Crysis. if you want to be a ****ing badass out to do McGuyver-like **** in an African hellhole, focusing on staying undetected and careful guerilla strikes, get Far Cry 2.
Far Cry 2: Assassinate police chief by ambushing his motorcade. Stand in front of it and shoot him through the window? Snipe from afar? Get your own car and ram his? Set him on fire? Your call.
Far Cry 3: Save your brother from captors. STAND EXACTLY IN THIS SPOT AND SNIPE ***** OR THE MISSION WILL FAIL INSTANTLY.
There were tons of missions in Far Cry 3 where you had wide latitude in how to approach it. There were some which were pretty restrictive. The thing is, though, than in Far Cry 2 the missions got pretty samey.
1. Blow up a fixed object
2. Blow up truck driving in circles
3. Assassinate some dude standing somewhere in a camp
In FC2 I usually avoided encounters wherever possible. I'd snipe people sometimes, otherwise kill them with a mortar. It's pretty much the only way to do it on higher difficulties IMO.
