You can buy ploppable rooms to attach to your casinos if you edit them, then your tourists can stay. As more tourists come some of your commercial zoning near the casino/expo centre etc. will turn into motels and hotels.

I just abandoned Baghdad in the mayoral chopper. Airlifted the **** out of there. I was about to be beheaded by the populace. Whoever takes it over: godspeed. Unless you take swift action I'd say you have five hours before you hit the loss condition.

My last ditch effort to save the city (replacing a lot of industry with residential) only made things worse. I literally saw an arson, murder, and robbery in progress in three neighboring houses all at once. I think residential is a lot less tolerant of criminals than industrial. It seems industry only cares about crimes if they physically get robbed.

I would recommend immediately flooding the city with regional police and greatly expanding jails in Pripyat. Also, someone needs to loan the city some cash, fast. Like $50k at least. The uni is close to upgrading, but good luck paying for it to stay open longer than a day.

Criminals are generated when sims are unhappy. They can be unhappy for a ton of reasons. Mine seem pissed because they were not able to buy things at shops. They were not able to buy things at shops a) because I had no shops, and the highway to other cities with shops was jammed and b) they were too uneducated to get jobs at the high-tech industry I set up, with the help of the Vu tower and University. (When I realized I was unable to pay for the uni, I had to shut it down, so these sims became uneducated over time and could not hold the high-tech jobs) Also, I think my layout was poor, in that it was hard for the rich, smart sims to get to the factories, but I can't confirm what that did exactly.

Regional police can kind of contain the problem, but they do not sole this underlying issue. When it continued unabated for long enough, I lost so many people I could not even keep the police in business.
