We actually need to give the army MORE leeway to set its own budget, not less. Most of the big boondoggles of the army are forced upon it by Congress as jobs programs in their districts and do nothing for national defense. I read an article about a year ago saying that the Army wanted to pay soldiers less, hire fewer people, but Congress wouldn't let them. There was another article about how the Marines didn't want some very advanced equipment, but Congress insisted on them purchasing it because a powerful member of Appropriations stood to have a factory close in his district.
Congressional oversight is important. Congressional micromanagement is bad.If there is no sound in space, how come you can hear the lasers?
