                I don't see how this has to do with what I said. On campus here at CMU, google contacts and sends recruiters to far more candidates than it would ever hope to hire. It advertises its positions very broadly and to people who have no hope of getting a position there. They do this because by casting a wide net they can find more qualified candidates. The military is no different.
                If there is no sound in space, how come you can hear the lasers?

                          No, the low hanging fruit is "you are allowed x personel for the next 2 years", not "Hi, I'm congress, and I'm here to micromanage your recruiting strategy"

                              We actually need to give the army MORE leeway to set its own budget, not less. Most of the big boondoggles of the army are forced upon it by Congress as jobs programs in their districts and do nothing for national defense. I read an article about a year ago saying that the Army wanted to pay soldiers less, hire fewer people, but Congress wouldn't let them. There was another article about how the Marines didn't want some very advanced equipment, but Congress insisted on them purchasing it because a powerful member of Appropriations stood to have a factory close in his district.

                              Congressional oversight is important. Congressional micromanagement is bad.
