                Btw, even though the 2nd Amendment protects individual rights to own arms, that doesn't mean it restricts licensing and registration of those arms. After all, you have to have a permit for a protect (1st Amendment) - no right in the Bill of Rights is absolute, nor intended to be.
                Some states choose to have permits and licensing, but there's no requirement that they do so.

                  Since when has that stopped Obama. Why would the Obama administration have anything to lose in a lame duck term? Pass it and then fight to make it stick when the blowback erupts.

                          Except that the SENATE would need to approve it. The president can only give the treaty to the Senate for approval, he can't do anything on his own.
