A large portion of them are in some way abused.
In my rural area there were girls who were prostitutes at age 12. Not going to happen for 'healthy' kids.

My room-mates' brother had sex at 11 and already had someone pregnant by 14. That's not atypical here. His cousins invariably had sex by the time they were 12. One is sexually active at only 10 years old. Then factor in sexual abuse and it's easy to see how there's enough people who were sexually active by 12.
