2) Even if we restrict to the incentives for those who are already dictators, we should very clearly distinguish between Mubarrak (who didn't take extreme actions to hold on to power) and Qaddafi (who did).

Considering Gaddafi had already decided to fight to his last stand, perhaps he wouldn't have presented a good incentive. But ensuring leaders such as Saleh can make a peaceful exit should be important a) because he's an ally of ours and we want our allies to trust us and b) so that other leaders know they have the ability to extricate themselves without bloodshed.

For the record you guys don't seem to even understand incentives that well. "I should try to live on the run for months only to be eventually hunted down and killed, because otherwise I will be killed now" isn't that much of an incentive to fight, especially compared to "I shouldn't be a dictator who murders thousands because it may result in me being overthrown and killed rather than getting a cushy exile".
