It results in misallocation of resources but I wouldn't call it necessarily evil.

We could talk about how a policy that makes some poor pay lower rents and other poor pay higher rents is supposed to be the best policy for helping the poor afford their rent.

Regardless of who you decide to blame, if your policy for helping the poor afford their rent is followed by an increase in the market rent there might be something wrong with that policy.

It is a blend of stupidity and evil. There are those whose entire thought process consists of "let's help out poor people by stopping their landlords from charging them so much rent!". These people are stupid. Then there are those (the inhabitants of rent-controlled apartments, lawyers working on rent control cases, bureaucrats charged with enforcing rent-control laws, landlords of buildings not covered by rent control) who form an interest group which benefits from rent control at the expense of everybody else in society and of the common weal. These people are evil.

It is a classic example of bootleggers and baptists...

History is littered with examples of the enormous damage price controls do, and how quickly the supposed benefits are dispersed. I have yet to see an example of price controls doing good, with the quasi-caveat of monetary policy.

I'm a landlord. I haven't raised rent in ten years. Hell, I've actually lowered rent for my house. It was $960/mo and I lowered it to 850/mo about 2 years ago because of the tennents job situation.

                            It's classic rent-seeking behavior.
