In practice, you wouldn't get to the point where a government proposed a budget they knew they couldn't pass.

Obviously, because your system has only one veto point. Our system requires the agreement between three independent political institutions that may be controlled by different, antagonistic factions.

If your ruling party had some kind of internal mechanism with multiple veto points (say, the prime minister they elected actually disagreed strongly with the party), then it would be possible for negotiations to fail there too.

Cowardice. Which in hindsight was pretty silly since they got their ass handed to them anyway. Really, how much worse would it have been?

So after getting their asses handed to them, they had a lame duck session, and there still wasn't a budget. What stopped them then?

it would be interesting... somewhat... if GOP forced the government default for their own perceived political gain... it would be a fun time, getting ready for 2012.
