I think most of them know it's a bad thing but the tea party radicals (well, there is no tea party, they just call themselves that because they wanted to pretend they weren't Republican even though they were all running on the Republican ticket) believe they need to in order to shore up their position with the right wing base. They are therefor deliberately trying to shut down the government. You know this is true because they keep moving the goal posts; they demand $32 billion in cuts, Dems give them $32 billion in cuts, then they demand $33 billion in cuts (Dems roll over again), now they're demanding $62 billion in cuts and they demand elimination of public radio/public TV/family planning assistance/culture war issues/etc...
