It's not dumb, it's different. We prefer our government to be unable to do things without significant compromise. This naturally slows everything down. Another advantage, in the eyes of most Americans.

The problem is that we have to compromise with extremists, which weakens nearly any policy we enact. Had the republicans not dived so deeply to the right we might be able to have a governing system that is far more deliberate in reaching a decision. This budget fiasco once again demonstrated that the republicans are more interested in pushing their far right agenda that dealing with the important matters at hand. Let's hope this budget passed doesn't hurt the recovery.
