A system of government where this is possible is laughable.Jon Miller: MikeH speaks the truth

Changes to the budget need to be approved by parliament, but parliament is controlled by the people making the budget.
If parliament didn't agree the changes for some reason, we'd carry on with the same laws as before, and borrow to cover any extra shortfall.Jon Miller: MikeH speaks the truth

For those who aspire to live in a high cost, high tax, big government place, our nation and the world offers plenty of options. Vermont, Canada and Venezuela all offer you the opportunity to live in the socialist, big government paradise you long for. –Senator Rubio

So tax raising powers are maintained, spending retained.
In practice, you wouldn't get to the point where a government proposed a budget they knew they couldn't pass.Jon Miller: MikeH speaks the truth

Obama going on the news to say soldiers wouldn't be paid was a pretty cheap shot considering how long this has been going on.It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. Sheeple
