Calgary is a wealthy, tech-savvy city. It really shouldn't be surprising to anyone who knows anything about it.
You can apologize to me for two things you've called me a liar on in this thread, now...
Sorry

My old bank used to pay me to use atms. They would charge me $2 and reimburse $4. For some reason they went bust during the financial crisis.

How the ****? Calgary? The ****ing wasteland boondocks?!
And 1996?! That means you were actually two years too late, Asher.
BTW, Shaw is installing 1Gbps fiber-to-the-home in Calgary right now also.
http://www.electronista.com/articles/10/02/18/shaw.first.in.canada.with.1gbps.internet.trial/
Canadian cable provider Shaw is set to introduce gigabit Internet to its customers on a trial basis, the ISP said. This will be the first Canadian implementation of the high-speed technology, which promises to bring data transfer speeds that are 10 times faster than Shaw's current 100Mbps High-Speed Nitro Internet service offered only in Calgary, Edmonton and Vancouver. The 1,000Mbps service will be delivered to homes over a fiber-to-the-home (FTTH) connection.
The trial is expected to begin in April, though will likely be limited to customers in Calgary, Edmonton and Vancouver at most, at least initially. Prices for the service are unknown at this time. It is expected to be higher than the $159 CAD ($152) High-Speed Nitro service, however.
Its strategy mirrors a similar approach being promoted by Google, although the latter's is considered mostly experimental and is waiting on companies and organizations to help. Shaw's trial should be the first of its sort in North America.

No fees for in-network ATMs.
Fees reimbursed for other ATMs. If there's a cap on this, I've never hit it yet.
From talking to other people, it seems this is rather common practice for smaller banks? I guess it's necessary to compete with the ATM networks of BoA and their mega-bank ilk.
$7.50 between two banks for an ATM withdrawal though? Really? It's like a racket. There is no way the sustainment of an atm costs that much per transaction.
Oh and my bank is not an American bank... well, it was but it was bought and is the US retail operations for Spanish bank, Banco Santander. You probably are familiar with Santander in Europe since I'm seeing it's the biggest bank in Europe.
I'm assuming they charge $3.00 per non-Santander ATM transactions only in America?
Yeah, I do my business banking with them, and of they levied those kinds of charges for normal customers too they would be out of the market. It certainly does sound like there is some form of cartel in place in the US, and besides, I think the FSA (Financial Services Authority) would crucify them over here if they were charging like that.

eTrade bank in the US says use whatever bank ATM you want (even outside the US). They will refund your account for any fees charged. And they do so within a day. They do not make you wait until the end of the month.
