The hit is mostly dependent on momentum. The impact of a player coming in at full-speed on the ice is far, far greater than running at someone. Just like if you crash a car head on at 20mph it's far less damaging than at 60mph.

I didn't contradict anything. No surface is frictionless, but ice is virtually frictionless on skates in the motion where skates are intended to glide. They have massive amounts of friction, much more than feet on the ground, when dug into the ice fully and attempted to move to the side.
