If GOD did a better job, he wouldn't need to tell people to clean up after him. Because frankly, thousands of "Mother Teresas" couldn't even begin to make a dent in stopping the suffering caused by "God's Plan".

Because God isn't using those people for his purposes? Difference being those are the people who are listening to God rather then ignoring the subtle push of the Holy Spirit (as THEY THEMSLEVES will admit). The sufferings we inflict on each other is because of our initial rejection of God, sin being simply distancing ourselves for God's holy nature.
