Enlisting youths for public projects is great, and so is conscription. I see a very strong correlation between the extent of people's military service and their ability to get their **** together in later life here.
Britain built an Empire without universal conscription. We had National Service between 1945 and the early 60's, and it saw a generation of young people whitewashing coal.

And BC... No, you can't tell how his legs are because you can't see them behind that one Marine next to him. There's no reason to assume that he is in that Brit pose and not sitting like the other seated Marines (ie- sitting on their asses and not in a dainty style).

Nevertheless, national service was something Cameron was calling for as soon as he became Tory leader. It's definitely something he's very keen on (having never done it himself, of course.)

The British military have never been keen to bring back military service. They want volunteers, not conscripts. These "dregs" you refer to are what the officers want.
, as well as denies the more accomodated part of that generation the advantage of being pushed just hard enough for the creation of resilience that will help the get farther in life ( and it does!). However the effects of a properly implemented mandatory service are different - it serves as a melting pot ( yes, this is a good thing), it creates a wholly different perspective on social strata, and it challenges youth and young adults in a world where youth have the priviledges of adults but none of the responsibilities ( the one-child families and the stay-at-home generation)
It's been gone for two whole generations in Britain, and we are a very long way from lapsing into a 3rd World state as a result-even when compared to nations that use it.
